They say this will "allow more flexibility in the setting of 200m tracks" so that for example, if a city wants to build a temporary outdoor 200m track in a city square or train station, they can do that and still have it count for "short track" (formerly "indoor") records. Whether you want to blame dumb high school rules or stickler officials, it's a senseless DQ and should be overturned.
