    The Oregonian reports USADA head Travis Tygart told them he's "more skeptical of the rival doping agency and the way it handled this case than he is of Houlihan" 

    The excerpt above summarizes Tygart's position on the Houlihan case but the article doesn't quote him directly on that key point (the rival doping agency is implied to be the AIU).
