No I don't know his 400m PR.
He ran 2:48 for a half-marathon there this summer. Also seems that he ran the full marathon at that race in 2015 per reports, but wasn’t in the results (several people from the US Embassy finished in the 4:00-4:30 range).

You bet and you will probably be surprised. In 2002, I "ran" against Kyle McCarter in a political race for County Board here in St. Clair County, Illinois. I had run for the same seat just 4 years earlier and barely lost. I ran as a "moderate to conservative" Democrat. The GOP candidate that beat me had to eventually resign due to problems and Kyle McCarter was appointed to fill out the rest of the incumbent's 4 year term and basically became an incumbent by doing that... with all the advantages that incumbency provides. The district was redrawn in 2002 since it was a "redistricting year" and the district was made even safer for a GOP candidate as we have a large military base close by. The district was mainly in O'Fallon, IL and only included 1/3 of my hometown of Lebanon. .. but the part where I lived. McCarter is basically a "tea party republican." O'Fallon's mayor was republican and he ran the town with an iron fist and old fashioned machine politics. In this new district map, I lost by a larger margin and determined that it was not worth pursuing again with that map. Especially when I saw that the incumbent congressman was a democrat... but still lost our county board district vote despite his republican opponent not showing up in the entire second half of the campaign!!! Several years later the incumbent GOP State Senator in our district resigned due to a stroke and Kyle McCarter was again appointed to fill out his term and gain the advantage for reelection. He did serve 1-2 more full terms and I think he then tried for congress but lost in the primary. He always had a small business and some sort of charity work in Kenya that he and his wife ran... but did not live there. After Trump got elected... McCarter got the Kenya Ambassador job... again as a political appointee who showed he knew how to play that game... and he played it very well! I never knew of Kyle to run or jog or any athletics...and I think I would have heard that. He probably took it up in Kenya for reasons of common ground or to curry favor with the locals. From the looks of his "man boobs" in the photo... I don't think he runs that much...and would advise him to also spend 2-3 days per week in the local gym doing some weight lifting. This is a typical political appointment that will last only as long as Trump is President... or about a year more. But, he will receive a very nice retirement pension from both the county, state, and federal coffers when this is finished. Way more than any former Olympian or World could ever hope for under the present system. Good for him!?!
