Rojo, no matter if no East African or an American for that matter ever took a PED, you would have never ever ran in the Olympics. Just let go. You were NEVER talented to make it to the elite level of distance running. What was your major in college again? Communications?

Presumably, they sent the press release to lots of publications and LRC was the only one to publish.
But more to the point: free publicity? They are a sports agency, the only people they could be advertising to are athletes. But athletes they might be willing to represent all would already know who they are. I really am not seeing what they have to gain from this.
Tons of athletes over the years have been caught cheating, and there has never been any outcry against their agencies. So they're not trying to quell any public anger or boycott. The only explanation I can really come up with is that they think it's the right thing to do. If they felt legal issues might force them to return the money, they could have just done that quietly.

They're also marketing to sponsors and meet directors. Trying to build a bit of faith that your athletes are cleaner than others, and that if they get banned later on the agency will cover some of the costs you had paid out, looks pretty favourable for a meet director.

No, it's because they're probably involved in doping activities or something related. A dubious attempt to distract attention.

Ironically, the kudos for this agent's integrity points out the big flaw in anti-doping. Athletes and coaches get bans and have their careers destroyed. Sponsors and agents bear no responsibility. This is very convenient when dealing with E. African athletes because the sponsors and agents are often operating from Europe and can pretend that they are ignorant of the doping. But if you implement sanctions against sponsors and agents on a strict liability basis, they will have no choice but to put in place their own doping controls to protect themselves. The E. African countries do not have the resources to do their own effective anti-doping programs and many E. African athletes can dope out of competition.
