Right now, people have to mask the doping they are doing and keep it under certain restricted levels. However, if testosterone was unlimited or EPO could be used until the blood was peanut butter, etc. there would be a certain number of athletes who would drop dead "inexplicably" like the bikers of the 90s. But likely the max gain point would be found and there would be slight improvements on the currently doped WRs.

For 100 and 200 steriods make a quite big difference so I took Bolts effort and guessed the potential effect from steriod use. For the 400 and 800 neither epo nor steriods have huge effects, steriods will make you to heavy and the events are to short for epo to be truly good so I took the current times and improved them a little, slightly more in the 800 since some 800 runners have been found guilty of epo usage so it must have some effect.
For the 1500 I actually think El guerrouj was dirty but he also had extraordinary talent and I dont think you can improve much more. For the 5k, 10k and marathon this is where epo really starts to shine so I took todays top times of approximately 12:45 and 2:02 that people can run whilst being tested and made guesses based on how fast people ran during the epo era.

That's just plain silly. Why were all the men's track records from 1500 to 1000m set in the brief period of the full throttle era (and even the 800m only improved by 1/10th of a second by perhaps the greatest 800m runner Rudisha)?
The EPO they use now is even better than what the full throttle guys used, but they can't use it to the same extent (and when they do, like Ramzi did, they get caught).

But doping IS allowed. Mechanical doping, that is. Makes a much bigger difference than chemical doping, as we all witnessed last weekend.
lots of people making jokes that they would be the same, but i think it'd at least be a little faster if an athlete has no restrictions and can be on the best drugs 24/7 without worrying about failing a test

They would definitely be way faster. Without fear of positive tests guys could dope themselves to death. Some would undoubtedly die, see cycling in the 90s. Performance would also improve. Micro dosing and timing your doping is not as effective as no holds barred doping .

and glandular PEDs, and steroids for joints, and performance peptides, and monitoring of recovery and adaptation, and better chiro/massage, and optimized personalized diet, and proper electrolyte soup (not done), and only slightly better training methods.
plus better athletes, (from football), like a garth bale,
the records would not resemble anything you know.
the human would be a different kind of animal, probably more closely approximate how a natural super fit well fed
native human would be.
versus the weak and toxic person we have today, which are on the anti PED program, and anti athletic diet, which is designed to get you as far away from a handsome human form - and mentally sharp - human - as possible.
the standard western diet and behavior pattern could not be any worse, it you had a team of PhDs work on it.
