Why would you go to the midwest to get ready for XC(ever been to the midwest? pretty flat, almost no hills)? And, why would you go to a camp for running?
Here's one in Winona MN where Tinman coaches:
have you ever been there?
Rob Meyers has a running camp here in Ohio. Usually attracts most of the talent here. He is a sub 4 miler and nearly qualified for the olympics (4th at the trials). Check it out!
Like someone else mentioned above: Project Gold running camp in Winona, MN. It's from June 23rd-28th this year.

Guys, be prepared to work to keep up with the girls in attendance though.....
Grace and Lauren Ping will be there (it's organized by their parents), and girls such as Anna Fenske and Tierney Wolfgram are usually there too. (You'll see all four of these girls in the 2017 video above.)
Project Gold without a doubt
Colorado has some good camps.
Probably this one:
Eastern High School of Louisville Ky has a great summer XC camp!!
They also have had some fast boys camping there. The two 8th graders who finished 1-2 (4:37/4:41) in last year's NBN junior HS mile were at last summer's camp. The 4:37 guy just ran a 4:12 1600 as a freshman.
