That leaves out Alabama, Alaska, Colorado, Delaware, Hawaii, Mississippi, Montana, Nevada, New Hampshire, South Dakota, Vermont, Wisconsin, Wyoming, and either South Carolina or West Virgina (since I can't find any record of which Charleston Waigwa ran 3:58 at.)

We are talking about a sub-4 minute mile on a track (it's clearly been done on the road in Hawaii).
What states can we move off of the list thanks to sub-4s in the last 10 years. I know it's been done in Alabama thanks to their wonderful new indoor facility (Birmingham CrossPlex). Any other states to whack off the list?
