We need measurement guru DiscoGary on the scene. It'll distract him from the inevitability of a Clinton presidency.

The proper authorities are the IAAF who is pleased that another WR has been set.

Preliminary measurements are coming in at 394.72 meters.
In addition to the pool having faster water due to technology, the air in rio has also been engineered
They oriented the track such that the southern hemispherre Coriolis effect is enhancing times.
There really isn't that many big time/deep 10ks out there like other events so its possible and did happen!
I measured it on maps.google.com and it can out to be 396.2m. So, yeah, I'd say it is a bit short.
Less than Half the Field had a PB, let alone by 20 seconds...
The top 8 under 31 were juiced to the gills however.

Measure other tracks to establish possible error in your measurement.
How do you explain Stanford and Mt SAC where everyone gets a huge PR and never runs close to it again? They must be short too...
Get over yourself.

Are you serious? You think Google Maps is the definitive source for measuring a track?
If the track is short, why were the 800 m prelim times so average?
no
The earth is not flat thus you cannot come up with an accurate measurement using google maps. GPS has a decent margin of error as do satellite images.

If the track was 4m short, the 800m times would approve by about 0.5 sec. For this same case, the 10k would be about 18 sec faster.
** Assuming 30 min 10k pace and 1:45 800m pace

The track is not the surface of Earth. The track is level.
