Pretty sure he impeded Wheating. At 3:02 he is directly beside him on the inside in 8th place and boxed in. He goes out of the picture and is next seen at 3:09 and he has moved from the rail to the outside of lane 2 and in front of Wheating and then quickly moves up to 5th. I watched the race closely and this is the only place where I saw a foul could have occurred but it wasn't seen on TV.
There are 13 going to the final, and the extra (Gregorek) is from J Mac's heat, so Gregorek must have been the one impeded.
That is, impeded enough to be advanced but not impeded enough for J Mac to be DQd. Couldn't see it on replay, but they are out of view for a portion of the final lap.

Gregorek was moved up simply because he would have been the next guy to get the small q if McNamara was removed. With Jordan back in Gregorek gets to keep his spot.
Gregorek got a gift.
It's criminal that USATF treats extra spaces in the final as freebies to be handed out, given the carnage we have seen on the track.
And you can bet whoever made the initial decision to DQ J Mac knew very well who would benefit. And knew that J Mac would be let back in on appeal.
