Some people (Russkies and anti-American types, mostly) think this is some evidence of the USA's vendetta against Russia, pulling their Illuminati-strings to smite Russia out of spite.
But it's not true. It's the IAAF/IOC's vendetta. Because when word got out to the public of what Russia was doing, and how the IAAF/IOC didn't give a shit, the IAAF/IOC were absolutely friggin' humiliated.
Too many athletes getting popped is actually bad business, because the powers that be want to convince the public that cheaters are the exception, not the rule. So they were happy to ignore anomalous blood results and such. Can't rock the boat.
It was all gravy...until the leak from the IAAF to the German public broadcaster, ARD. Then there's the whistleblower Yuliya Rusanova, who gave detailed information on how the Russian state supported systematic doping. And the revelations about the Russians tampering with urine samples at Sochi.
This was way worse than the doping scandals of previous decades. At least in those cases, you could put all the blame on scheming national sports agencies. This time the mud splattered on the global sports agencies as well. There was no doubt that the IAAF/IOC weren't going to let that slide.
tl;dr: The nail that sticks out gets hammered down. Russia went way too far, got way too blatant. They broke the gentlemen's agreement to keep doping from embarrassing the central organizations. So they'll take it up the rear for their sin. Other state sponsored dopers, like China, are way more discreet. Which is why you're not seeing any scandals there.
