Yes, you can recruit off campus if you have passed the NCAA recruiting test.
Yes, you can be reimbursed for your expenses. You are not making money off of a reimbursement.
Only "countable" coaches can recruit off campus a volunteer coach is not a countable coach.

I'm not actually a volunteer coach, thus I don't have a compliance office to ask. This is more about settling an argument.
I was under the impression that all unpaid staff were prohibited from recruiting off campus, but clearly many people are just as ignorant as me.
If you are at a school with a full coaching staff, volunteers are very restricted and cannot recruit off campus. If you are on a staff where, for example, there is only a full time head coach, and then some volunteers.... The volunteers can take the recruiting exam, and compliance can deem them to be "countable" even though they are unpaid. In this circumstance they can go off campus to recruit, make phone calls, etc. and they can be reimbursed for their expenses.
The issue is not volunteer vs. non volunteer. It is countable vs. non-countable. If you are not countable you are unable to recruit.
There aren't coaching limitations in NCAA 2 like there are in division 1. Yes they can have 200 volunteer coaches recruiting for them and getting reimbursed if they wish. Same in NCAA 3.
