They're both Puerto Rican. Their last name is rosa. They decided to run for Puerto Rico since it is easier to qualify than for USA and allows them to compete at a high level meet

As other users have said, they're Puerto Rican. If they're smart they'll also run for Puerto Rico in the Olympics instead of joining the crowded group trying for American spots. From a marketing standpoint it's perfect, they're guaranteed Olympians.
There's plenty of Arabs who moved to Puerto Rico over the centuries.

Lots of Hispanic people are white. With the right genetics it can take only 3 generations to go from black hair dark brown eyes to a redhead.

America is blessed in that nationality is not tied to ethnicity.
Some guy trying to make out a "puerto rican look"-- when their DNA is approximately 66% European, 18% West African, and 16% Native American-- is doomed to failure.

If they can stay injury free I think they could crack 13:20, especially Joe, he seems to have more speed (3:47 1500m), but it's not even gaureenteed that they will decide to run professionally

Of course. I should have been more specific, assuming they get the standard they're guaranteed a spot but if they instead choose to run for America they have to beat out at 10 guys faster than them. Seeing how they're only 21 and are so close I think getting the standard next year is a given.

Strongly agreed. I live in Florida and it is the same way. And I travel weekly on business, and maybe because it is in high tech, I also work with people of all types. The hostility doesn't come from diversity but rather from those who are isolated from it - by their own choice or otherwise.

You can send one representative in each respective event as long as the athlete has met the B standard. One Rosa can go in the 5k, another one in 10k, assuming they hit the B standard (which obviously is easier to achieve).
