The dog owner was definitely in the wrong. Should the dog have been kicked? That depends on who you believe. The jogger says the dog came at him. When that happens to me, the dog gets kicked.

as a super sleuth could likely put info together and identify the runner, i'll keep this somewhat ambiguous: I had a super talented teammate back in the early 90's from a hardcore border town in texas. we were training in a state much further north and west before school began in the fall. we were on a long run, and were attacked by a german shepherd and a Doberman. both dogs were notorious for forcing runners to stop when we ran by the house on numerous previous occasions. for some reason, this time they attacked. this specific runner was bitten pretty bad. we finished the run, him and another guy bleeding. this specific runner went back and shot both dogs. I kid you not. we were all pretty shocked. this was back in the days before crazy gun violence, etc.
The pug "came at him?" Pugs are one of the friendliest of all breeds, enthusiastically so. The pug wanted to say the hello. No pug will ever hurt you. The "jogger's" a dick.
The real story here is how much of a pvssy the owner of the dog is. Sounds they didn't do anything. Someone tried to kick in the direction of my dog once they got a bloody nose and a warning. If you're scared of dogs don't run on trails where dogs are frequently running. If you choose to do so I reserve the right to swing my fists in your direction if you abuse something that isnt yours.
Any dog comes at me while running I will defend myself any way possible even bashing it with rock.

It was a 15 lb 2 yr old pug. The fact it was legal doesn't make it any less cowardly.
This is a case of the kid who gets bullied in the 9th grade so he goes home and beats up a 4th grader.

No one has a right to let their animals be a danger to other people.
Every kind of violent crime is down dramatically across the US since the early 90s, by the way. You're buying into a media-created myth.

This is kind of like torching a guy's car because you saw him run into the coffee shop without paying his meter. Should you park without paying? No. Is parking without paying the meter justification for a completely disproportional response from someone who is not even harmed by the infraction. Of course not.
The jogger sounds like a violent person who was going out of his way to seek out a reason to "defend" himself.
I've keyed a Porsche that was parked diagonally in a handicapped spot before. My mother is in a wheelchair, and there were no other handicapped spots. Oddly, it felt GOOD.
