On what do you base the notion that Ritz is "never ready?" The fact that he's been third in this very NYC Half twice? The fact that he was the fastest American marathoner in 2012 and 2013?
Where do you come up with this stuff?
Ritz will beat Meb at the NYC Half, which is no indictment of Meb. He'll be ready for the Boston Marathon, but still on the upswing on March 15.
I have no idea. Its tough to know what type of shape they are in -- although it appears that both are in okay, but not kick a** form, based on recent results.
I think it will be a tie.
Ritz will get his ass kicked and under perform as per the usual. Meb always beats him in half marathon and up and really any distance.
Ritz has been racing which ought to give him the advantage in sharpness. Meb on the other hand has made a career out of winning or placing well in races when everyone figured he had no chance.

What are you talking about? Ritz had two kick a** races in Europe and one great race at Cross Country Nationals. Running well in Winter cross country races always and will forever predict a great road/track year. It's beyond me why all top elites don't race cross. Ritz is in phenomenal shape.
I will go with Ritz here, have always liked him. But yet again, Meb will show up when it counts in Boston.
Meb and Ritz are both likable and talented. Ritz has had some good recent results, but I think either he'll try to be conservative and under-train, or he'll try to go for it and train to the point at which he injures himself. But who knows--maybe his downtime has given him the rest he needs to become more durable.
Meanwhile, Meb has been consistently good. I've been enjoying his Skechers-era renaissance. Ritz could probably prevail if he's having a great day, but I'll pick Meb for this one.

I would agree. My original post actually asked how much Meb would win by, but this was deleted apparently for not being charitable enough to Ritz. Only in running, the "pro" sport that doesn't want to act professional...
