To me skinny fat is when someone is thin but not in shape.
You're thin but look "soft", so to speak.
No muscle tone of any kind, less of a fire to burn off fat. Low T (for men) also makes them skinny fat and more effeminate.

- no muscle, low weight, still too much body fat, particularly in the stomach area
- is caused by a high carb diet, particularly sugar
- because runners eat high carb diet and destroy their muscle, they usually end up SKINNY FAT

I tend to look for muscle striation. If there is the lack of it on a lean frame, you probably are skinny fat. I'm not saying you need rock hard abs, but if all that is there is a pasty white belly, you are probably skinny fat.
It could be a consequence of either lack of exercise or a poor diet even with exercise. Or genetics, I suppose.
But it is also all relative. Here is a image of former American record holder Bob Kennedy:

She's the definition of skinny fat. She looks great now but wait till she's in her 30's- she'll be fat fat.

for most people carbs is the cause of obesity not fat or protein. Of course we're referring to simple sugars and processed foods prevalent in the typical American diet.
Good account. Noakes makes excellent points about carb compulsions in his recent stuff. I'm experimenting with fewer carbs and feel better. Whether I can run 15 on this is an open question. It took a few weeks to get used to it. Today, I went to the track and breezed through a workout, even in the oven of Dallas. I feel leaner and quicker--less skinny fat.

Lol. That's a good article and your first two points are valid. The article actual seems to be telling people to try to get more exercise - including just going for runs.
Distance running is actually pretty bad for aesthetics. Lots of runners have a skinny fat body, but most are just plain skinny. Like very little bodyfat and muscle mass at all.
And the females runners look especially terrible.

If I had known that Suzy Favor Hamilton was doing high end hooking when going to running/race expos, I would have paid coin for that.
Some of them look Ok/ decent I'm not going to sit here and troll. I'll give you some of them are Ok. None of them are hot though.
Men can look alright running. It's not ideal, but it's way more natural for men to have very low bodyfat.
The female body isn't made to cover dozens of miles a day. It's meant to have some bodyfat. None of them have any assets.

Why does "carb" have to be sugar and processed foods? I get plenty of carb from veggies, fruits and whole grains. If you are really a "coach", I hope you are not telling your runners to cut all carbs.
And you completely missed my point. The article says most people become skinny fat because physically inactive. Runners are certainly not physically inactive.
