Well believe it or not I got a lot of stares and laughter when visiting relatives in Ireland in the late 1970s.......although they had their share of world-class runners, the bulk of the population had not yet experienced the running boom so they would look at you running as if you were a freak -- but they were humorous about it. And they reacted as if your nylon running suit was the clothes of a space alien......in five or so short yrs they caught on and were running nuts like us in America....

There are many joggers in the Vatican.
A female jogger in most Muslim countries would get stripped and flogged. That would draw lots of stares.

My brother and his wife used to live near the Charlotte Motor Speedway. I ran close to it numerous times when I went down to visit, even a few times when there were racing events going on. No stares, no name-calling, no threats, nothing thrown at me.
One guy even waved me to cross the street at an intersection even though he had the right of way. I don't recall that ever happening to me the times I ran in "progressive" Washington, D.C.

There are a lot of people watching, and it would be relatively uncommon for somebody to be jogging at the line of scrimmage on the field of the Super Bowl. A good majority of the viewing audience would be staring.
If you're running in a rural area where runners are uncommon, your total number of stares is likely to be hurt by the low population density.
