I am very skeptical of a sub-11... even sub-12 is absolutely incredible... can't tell for sure where the lines are? You might be the end of the 4 x 100m exchange zone which would be 90m out.
I can see around 27:34 they are already well past a line which would probably be the start of the exchange zone (110m out), but you can't see that in line from the other angle. At the last line they are at 27:36.0... assuming that is 90m to go, that is an 11.7 final 100m which is still perhaps the greatest of all-time.
I didn't realize how great Skah was... 2-time World XC Champion, but more importantly, he was the greatest kicker of his generation.
Look at how wise Gebrselassie is in this race. He knows that his only shot to out-kick Skah is to let Skah pass him on the turn and then try and "surprise" him from behind. Geb can't quite match Skah's speed, but it was a valiant attempt from the newly crowned WR holder.

The line at the top of the home straight in lane 1 is the 90m from home line. If you watch the race in it's entirety you can see the 100m mark in lanes 3,4, etc, but the camera rarely pans out wide enough to see them. There are quite a few tracks where the 100m mark is not visible or hard to see in the inside lane, but they do show the change over zone for the relay, which represents 110m and 90m from home.
So Skah hits the 90m from home line at 27:35.9, meaning his last 90m was 10.8. You can also see him pass the 110m mark at 27:33.5, giving a last 110m of 13.2. The difference between these 2 lines is 2.4, which when halved (1.2) gives a time of 27:34.7 for 9900m, meaning the last 100m was 12.0!
This is clearly a fantastic last 100m in any distance event, but the preceding 700m really was a jog. His last 800m was around 2:09!, his last lap was only 59.6, & last 300m was 43.0.
The last 200m is harder to work out as the camera does not show the curved line on the last lap. But, by measuring the % time they take to hit specific marks on the outside of the track (e.g a pole) or inside (cameras or stack of chairs) near the 200m on previous laps and applying this to the last lap, I get a time with 200 to go as 27:20.9. Meaning his last 200m was 25.8
So on the last lap his 100m splits went something like: -
16.6, 17.2, 13.8, 12.0
Basically they only started sprinting with about 140m to go, thus the extremely fast last 100m.

What did that official try to do to the lapped Moroccan in the video? Pull him off the track?

I think so... they originally DQ'd Skah for that but reversed that decision after an appeal.
That lapped guy was trollin hard if I was that official I would have close lined him
