I think Jim Ryun and his 3:24 VR (ventolin record) deserve to be mentioned.
I don't know that Lagat is obviously ahead of him. A slightly faster PR but not an Olympic Champ and only a World Champ once (in 1500).

I'd put Lagat and Ngeny ahead of Kiprop. Kiprop doesn't have a consistent, near unbeatable 3:26 guy to deal with (El G). The 1500m is a weak event these days. I might even put Mehdi Baala ahead of Kiprop.
1) Jim Ryun, capable of 3'24 / 3'41 (as well as 1'39 for 800m)
2) El Guerrouj, would get thrashed by Ryun but still good for 2nd place
3) Keino, capable of 3'26 mid in '68, olympic champ
4) Ngeny, beat El G at his peak, 3'43 mile
5) Lagat, 3'26 guy
6) Morceli, broke WR twice, former 1500m/mile WR holder
7) Kiprop, (best guy since Post-El G era, consistent
8) Coe, good for 3'28 / 3'45 in '81, double olympic champ
9) Aouita, laziest WR holder ever, was capable of much faster than his PR indicates)
10) Maree, former WR holder, capable of 3'28 in '85 (ran 3'29.77 on tired legs)

I would put a guy who consistently wins over a guy who consistently finishes second.
Ngeny beat El G rather decisively when it mattered most.

Medaled in 2000, 2001, 2004, 2007 and 2009 at 1500m.
(every time he stepped to the line except for 2008)
Running at that level for ten years and having his peak coincide with El G is pretty good.
Kiprop was the 2008 champ and Lagat beat him in 2007 and 2009. After Lagat's peak 1500m fitness.

Kiprop doesn't consistently win and when he does win it is against weaker competition. Kiprop is one of the least consistent guys out there.

El Guerrouj came back and doubled at the Olympics beating the 10k Olympic Champ, being the 10k and 5k world record holder and the 5K World Champion.
I would not put Ryun ahead of El Guerrouj just because he was considered to be in 1'39, 3'24, and 3'41 shape, he didn't do it so why would you put him above El G? No double gold, no 4 straight world champion titles.

Noah Ngeny - 3'43 mile, 3'28 1500m, olympic gold
Sebastian Coe - only man to ever hold 2 olympic titles in the 1500

I would not include Kiprop in the top 5 at this point. Just because Lagat was not as good as El G in his prime doesn't mean he wouldn't have been the greatest had El G not ran. Thus Lagat is #2 in my book.
