OK. Let's take a look at the last year, since he is apparently now being proclaimed to be "back."
27:37 on the road three months ago.
58:58 half just over than four months before that. (PR)
2:04:15 marathon four months before that. (Legal PR.)
I don't care if he dropped out of a race in the four months between the 58:58 and the 27:37.
He has PRed at the marathon and the half within the past 12 months. He then won a low-key 10k 18 seconds off his PR, beating a 2:03:42 guy by over 30 seconds in the process.
"Back" is not the correct adjective here.[b/]

I wouldn't rule Biwott out. His run in the Paris marathon last year was pretty impressive (if under-reported) he broke the course record on a pretty hot day with nobody for company after about 30km.
He's run 58:56 for the HM earlier this year.
