you're asking if track spikes or xc spikes are best for xc?
if track spikes worked for xc, then there would be no xc spikes.
it also depends on the courses youll be running. i'd go with the xc spikes

That's a pretty big generalization. Kenenisa Bekele among many other elite runners use/used track spikes for cross country and for much longer distances.
if you run in sloppy wet or slippery conditions, get the xc shoes.
if you are on a budget and would be ticked off if you had to replace your spikes midseason, get the xc shoes
otherwise go on feel and fit, or if those are the same, it doesn't matter which.

XC Vics. Just much more usable and durable for a cross season.

and try to do a few workouts in them before you race in them. maybe if your coach has you running repeats at parks and such. or on your team day's off of structured training, do strides on thick grass with them.
generally speaking, track spikes are great for xc when the race is on manicured golf courses (stanford comes to mind). you may also consider tougher grass courses like louisville or terra haute where the grass can be thick and the mud can be nasty, and in those cases, you may want a traditional xc spike. as you mature in your running and have more races under your belt, you'll know what you like and what you need for the upcoming season. take a look at your schedule and figure out what the courses are like and you'll start to answer your own questions. if you're still stumped, ask your coach, older teammates, other coaches in the league, and even the local running store (look for someone who actually knows about cross country--not just the 5k road charity crowd).
