I would imagine that WV has a higher percentage of its population proficient in English than, say, CA, FL, and TX.. Now, I'm not sure what happens when you factor in other languages.
21-23% of Americans are not fully literate. Of those ~44% are living in poverty brought about by their inability to read as well as others. Just south of 10% of Americans live in poverty because they didn't try in school. The average American reads at about a 7th or 8th grade level, truly appalling. I don't know how West Virginia falls in terms of America's average, but it isn't a rich state, you can bet the numbers are higher there.
Parents, teach your children to love to read. Take them to the library. Make book recommendations to them. Let them play video games and watch tv only after they have read x amount each day. Video games are useful for developing problem solving skills and tv can be educational (think north america, planet earth, 1/20 shows on the history channel) so they shouldn't be removed entirely. Reading isn't just for school and those parents who think it is will have children who are behind the curve in today's society. Here's a litmus test: If your kid can't read and enjoy The Hobbit by the time he's finished 3rd grade, he is behind.
I have a BS and MS from elite schools and I wouldn't be able to "read and enjoy The Hobbit" no matter how hard I tried. Am I illiterate?

Nah. We here ride four-wheelers and shoot rats at the town dump all day. Onct I read a pikture book bout' pigs and a woof but that's been uh few years ago.
In 2010 the illiteracy rate in WV was 18.9 percent.
So, most people can read and write. But many cannot.
