Get the Garmin Forerunner 10 or 110, both can be had for cheap on Amazon. I use the Forerunner 305 and it's loaded with a ton of (useless) features that I have never used and will never use, but when I got it two years ago they were going for about $100 new on Amazon and I thought all those cool sounding features would be sooooooo useful.
I've had my watch set up for over a year now with only 2 data fields, avg lap pace (set to 1 mile auto lap) and total distance....I'll use the HRM a couple times a month as an objective comparison to a previous workout.
I have an old Garmin 201 that I like better than the newer models because of the big numbers (I'm old). Got a Nike + as a gift and now 11.5 months in, I'm working on a warranty claim - wont hold a charge.
Happy with a Garmin 210.

One of the main reasons for chosing it was the vibration alerts. I listen to music while I run, so the beeps and bebeeps are useless to me!
If money is an issue here, I would go with the Forerunner 210 (http://www.dcrainmaker.com/2010/12/garmin-forerunner-210-in-depth-review.html). It has everything you probably need, plus the fact of being the best value for the money in the budget section.
If you don't need a heart rate monitor, you could chose the Forerunner 10 (http://www.dcrainmaker.com/2012/08/garmin-forerunner-watch.html). Not the prettiest, but the best you can get for one hundred.

You'll have to give us your definition of accurate. I wear a Garmin 405 and it is typically less than 1% different (and often less than even 0.3% different) than the measured distance on Google Earth over runs of 8-12 miles. Many times it is exactly the same as my mapped distances.
Occasionally, maybe once per month, I'll have a run that is noticeably off from actual distance. I don't know why it happens, if it's just losing satellite connection briefly during the run or what, but once in a while it will be off by several tenths of a mile over the course of my usual 8-10 milers. Again, usually it's within a few hundredths.
The Nike Sportband doesn't get much praise around here but I like it a lot. I've had one of the Garmins (forget which model) and I find that it's just as accurate. You can find them relatively cheap and I think they look a lot nicer aesthetically than most of the other GPS offerings.
