I have seen three in the last 3-4 months.
The first one was on a trail and the dude was sweaty as heck and also had on ankle weights. I assume he wasn't a runner whatsoever.
The second was on a sand dune and the guy was limping away. He was really skinny and maybe was a runner, probably a martial artist or perhaps just plain stupid.
The third was as a track and he had in addition to the vest ten lb dumbells in each hand while jogging and his boxing coach was there. He was a teenager. He seemed to be a legit boxer.
And of course I live in so. cal.
I'm using a weight vest as part of my training plan for braking 2:00 on the marathon.

Reflective vest for night running? Check.
Wind resistant shell for core warmth in 20 degrees? Check.
Weighted running vest for strength? No sir.
I'm using a 30 lbs weight vest to train for the Crossfit games / Tough Mudder double this summer.
The kind that glows in light is pretty helpful for not getting killed.
No need for the vest while I am wearing this internal 15 pound layer of fat.

With the rain in the PNW a vest is a good way to keep the nipples from getting shredded.

That would actually be cheating becasue the extra weight would help overcome some of the resistence.
