The forecast is 25 degrees Fahrenheit for my 5k next Sunday. Since it starts at 9am, should be closer to 20.
I haven't raced in such cold temps for awhile now, and am not sure what to wear. What would you recommend?

A little less than you would wear to train in such weather.
I would go with long running pants, a thin long underwear top under my singlet, gloves (maybe two pairs), and a thin knit cap or balaclava on my head. In a 5K you don't have to worry so much about overheating.

Warm up in Jacket, long pants etc. like in Training. 2 mins before the gun switch to fresh longsleeve or t-shirt, singlet over it, short pants, gloves and skullcap.

Hat, gloves, mid or light weight long sleeve shirt, singlet, and long tights. Maybe shorts instead of tights if it's 25.
I'd consider wearing some disposable clothing (old sweatshirt & pants) to the start line, especially if I was racing in shorts.
Don't wear pants. They limit your range of motion and get annoying like you wouldn't believe. Try some tights with enhanced flex in the knee area. Or you could try some regular racing shorts with longer compression shorts underneath. And if you want, knee socks. (Compression?) As for the top, don't wear something that moves around a lot on you, or weighs more than 2 pounds total. For me, I would go with some sort of baselayer with a singlet/shirt on top and put your bib on that. And put a jacket that is wind proof and has some insulation over that. That way you can take off your jacket during the race and keep your bib on you.
Shorts, light long sleeve, hat, and gloves. It's not complicated. Compression socks if you're worried about your legs getting cold. Just don't wear pants or tights, as they will restrict your range of motion and make it hard to run fast.

Shorts. T-shirt. Hat. Gloves.
check out the photos on runmichigan from freeze your franny, might give you some ideas. was around 22 with 20-30 mph gusts coming off the water at times. probably pretty similar conditions, even though it's not as fast of a race. that being said, last year the super 5k was around 50 degrees, the top couple guys in fyf are typically low to mid 16 runners.
Singlet, shorts, arm warmers, hat, gloves
poly tights over fleece pants and compression shorts. on top wear a garbage bag under your singlet. wool socks. army boots. balaclava and polypropylene scarf. glove liners under heavy wool mittens. ski goggles.
I'll generally go tights below 30, but i am a bit paranoid about pulls.
