Your logic is weak and you knowledge of the law incomplete. Force majeure does not have to be an act of god but anything that is out of the control of either party.
That said, NYRR has a huge hit on its reputation and so if it doesn't give the entire 2012 field a huge discount (if not total waiver) on their 2013 applications then they will become the epitome of greed- (which is quite an accomplishment for a non-profit!)
