And I am wondering what you are wondering about. What is it about this sordid affair that is such a revelation to you?
Viren's transfusions were not cheating. Get over it, fanboy.

ah ok, im sure lance can claim that too
lol speaking of fanboy....lol he's even admitted to it.
Transfusions were not banned in track until the 1986.
No "the", obviously.
In 2050, will people be calling Rupp a cheater for taking thyroid hormones and using an altitude tent?

If the LetsRun message board is still functioning, then the answer to your question is "yes."
it was allowed and there is no proof
Where and when did Viren admit to any blood transfusions? As far as I know, he has continued to deny doing them.
Sure, there were rumors about Viren and Shorter in the 1970s. I tend to think they were on something - after all, it is well documented that steroid use was rife among American and Finnish athletes during the time. Whether or not that something was blood transfusions (not prohibited at that time, therefore somewhat considered as the "moral" alternative to doping back then) is impossible to say at this point.
As far as I can see, with Viren the progression was:
- rumor starts when Viren is surprisingly good in 1976
- after 10 years, some doping exposes mention Viren as a rumored blood doper
- the next doping books, and pretty much all following ones, mention Viren as an early blood doper
- since it is written down, it is repeated all over the internet as well
- transformation from rumor to documented fact is now complete
Don't foret - Karlo Maannika copped to doping by the Finnish association. Doesn't necessarily mean Viren was doping, but when your track association gets busted it doesn't look good.
