I would say some solid candlepower. He lives in central Maine and there is plenty of darkness come wintertime.
Get the Princeton Tec Apex or Apex Pro. I love to have that much light. The Pro is also pretty light, but it may be hard to find batteries for cheap unless you order them.
Anything by Petzl, e.g. Petzl Tikka XP 2. Very overpriced, but high quality.

Could also consider something like the Black Diamond Sprinter. It's rechargeable which would be good for daily running use in the winter months (not sure about lifetime of the battery though). And it's 60%/40% the weight of the Apex Pro / Apex respectively. It's nowhere near as bright, but you don't really need the output of the Apex unless you're engaged in technical route finding on the side of a mountain. But bright certainly is fun, even if you don't need it.
Good bang for your buck for brightness would be the BD Spot or Storm if full waterproofness is needed, but the absence of the over the head strap on these is less than ideal for serious running use. My Storm is OK to run with, but if its main purpose was running I'd probably get something lighter or something with the extra strap.
If you can swing $200, choose the Gemini Lights Xera. Living in Alaska, it's nice to have a really bright light for running/skiing in the woods/trails. It's dark after work all winter, so the cost is worth it. The Xera puts out 800 real (many brands exaggerate) lumens for 2 hours on high with the smaller (2-cell) battery pack. I like to strap the battery pack to my waist, while my girlfriend prefers the battery pack attached to the headband on hers. The lighthead is only 52 grams, so it's really small and lightweight and doesn't bounce when you run.
