1. Armstrong - Has the most experience competing at high altitude. Also his sport has the longest sustained exertion and climbing a mountain takes a while. Good strong legs.
2. Webb - Anaerobic monster. He has very strong legs.
3. Phelps - Probably the least anaerobicly gifted. His races never last more than 4 minutes. He has short legs and weak legs compared to his very bulky upper body which will only hurt him when it comes to climbing a mountain.
All three would be DNF's without a guide/support team.

I'd go with Phillips.
Ye Shiwen would win - she would be first to get a permit from the chinese gov't, but then she would lag behind at the khumbu icefall.
Lance would think he had it won.
But once they got to the hillary step Ye Shiwen would unleash a monster kick and take them all out.
Phelps might not notice he lost, but Webb would regret stopping to eat one last energy bar.
Lance would take the defeat very hard. he would take a year off, live at 14,000 feet in a mansion he had custom built, and climb Aspen mountain every day with a motorcycle engine on his back. Then just before the rematch...

The gap between armstrong and webb is massive. Webb is still fairly far ahead of phelps.
You need to brush up on your Everest geography. Chinese side = no Khumbu Icefall.

Phelps doesn't make it to the top - too heavy and too little lower-body strength. Webb makes it to the top in near-record time and bonks on the descent, freezing to his death. Armstrong brings an army of Sherpas, support personnel, and doctors supplying 'roids and epo and makes it up and down in good time.

No way of knowing. The ability to function well at extremely high altitude has only a weak correlation with fitness and performance levels at moderate elevations.
Phillips isn't use to thin air but rather smoke filled, heavy bong air. Armstrong and Web are used to anaerobic training, so maybe that would help with the altitude.
That being said Phillips is much bigger then Armstrong and Web, so DIII, maybe your right.
Webb has a huge advantage because he's smallish and has huge leg endurance.
Armstrong is close behind because he's also smallish and huge good leg endurance. (Fast biking does not equate to fast hiking/running).
Phelps would be a DNF. Too big, too far, too little leg endurance.
