That was not even punny. Get a clue! welfare is a necessity in any society that is civilized.
Fare is the price you pay, like air fare.
There is no government program called "welfare." There are a number of social services which are collectively colloquially referred to as welfare, but people are usually thinking of TANF when they use the word welfare. So, to answer your question, it's not called welfare (at least in any official capacity).
