No. He ran .3 faster last year in the same meet (though I am not sure how conditions compared).
So no "obvious" about it.

It isn't in the press, so far as I know, but Rudisha ran a workout at the Atrium Sports Club track in Sydney shortly after his race. My partner timed a quarter at 51.
For him to go sub 1:40 with 45.8 speed he would have to be in sub 3:45 shape in the mile.
45.8/5*6=54.96
100-54.96=45.04*5=3:45.2
