Dumbest idea ever. The City of New York got tired of subsidizing an event that turns away three times as many people as it allows to actually participate in the race. Police and sanitation overtime charges are a standard rate set in the collective bargaining agreements. Same for the Macy's day parade, same for a Yankees game, same for any event in NY. No abuse. It is just time for the NYRR to pay its own way.
If NY used private security guards to man intersections, I would never run the race again. NY is filled with all kinds of crazies who would make mince meat out of some minimum wage security guard. Whether you think they are over paid or not, you have to agree that no one will jack with NYP during the marathon.
Look at how well hiring the Hells Angels turned out for the Rolling Stones.

Organized crime is still VERY big in public unions, particularly in New York. Something like that, with all that money out there? There is a lot of weight being thrown around behind the scenes.
Better to use unpaid volunteers so the Richard Finn, Dave Monti, Mary Wittenberg, etc. can travel 1st class to Berlin on our fees.

Yes, if the City of New York is only going to give out the permit to one organization and its going to then charge for previously free services they should put the permit up for bid.
Another organization could outbid the NYRR and put on a better event. Then the free market supply and demand arguments would have some legitimacy.
End the NYRR Monopoly over NYC by occupying the course!!

Simple, rent-a-cops can't arbitrarily stop traffic. So if NYRR wanted to hold an illegal event on public streets, they could do as you say, otherwise it's a pretty stupid idea.

Any person can stop traffic. Funeral Cops on motorcycles regularly stop traffic and those fat chubbies are not sworn officers of the law.
NYRR (or some part of it) is a charity. The Form 990 is public info. I'd like to see where all the money is going.

Traffic has to stop for funeral processions because there are laws explicitly giving funeral processions right of way. I don't think that any such law exists for marathon runners.
