It depends on you. For me, I would say definitely under 40 adjusted for sunniness, wind, rain, sleet, etc.
You might also think about wearing something over instead of under so you can take it off and pitch it (put your bib on your shorts).
Wear sleeves like the pros.
Its all personal preference. Some folks tolerate cold much better than others. I see folks wearing long sleeve t-shirts and gloves under their singlets when its 59 degrees and and other just wearing singlets when it 45 degrees. Just depends on you. But take the other posters advice, if the weather is borderline, wear something over the singlet (but keep number visible or on your shorts) so you can easily remove it if you get too warm. I learned that the hard way one year running NYC Marathon when I had to tak off my singlet to remove a long sleeve t-shirt while running. The arm sleeves are a good idea and very easy to remove if you get too warm.
If you aren't too worried about your appearance there is always the tube socks with the ends cut off as sleeves. The people with fashionable arm warmers would turn up their noses at you however.
