U. Penn has a fast and comfortable track, its def. my favorite just from the comfortability factor. The stadium around it is also beautiful.
In England, I saw a grass track at a middle school. Just painted on a big field of grass. I didn't know those still existed.
In bigger cities, I've seen them also just painted onto concrete, like around a basketball court. I'd like to run on either of those just for kicks.
As for actual good tracks, I have a few local favorites but that's about it. We have one track downtown that's ~25 ft below street level, so the bricks / roads /trees that surround it make for some colorful scenery.

The USC track looks wonderful with the hundreds of Gold, Silver, and Bronze colored medals earned at IAAF WC and Olympics. Truly the most beautiful and aesthetically pleasing track I've been to...

The WLAC, UCLA, and USC track has been the practice track for hundreds of Olympic/IAAF track & field medalists.
Up until the L.A. Uprising of 1992, the Dorsey HS track served as the early warm up track for many world class track and field athletes as they commuted on Rodeo Rd between UCLA, WLAC, and USC.

They have one of those in a middle school around my area in NY too. Though it's also only like 300 meters.
As to my thoughts on the coolest track, definitely the Armory.
The new facility at the University of North Florida is nice. Couldn't call it cool, but it is hot!
Franklin Field at UPenn is number two on the tracks that I have run on but my favorite track is the one at Ichan Stadium. It looks simple but it is really nice to run on.
Indoor track is easily the Armory.

anyone know the access (park across the street at the playground/softball fields?) times or how heavy handed they are on solo drop-ins? kinda always wanted to work out there, pretty sure you can't top that view anywhere!

There doesn't appear to be any stands for fans. Don't they have fans or what is the deal? Nice track, but certainly not one to build our sport.
