If you want to include field events, there is only one answer to this question, no arguement:
Carl Lewis, long jump
He won 4 Olympic Gold medals in the LJ
He once went 10 years without losing a long jump competition
Carl Lewis is the greatest long jumper ever... But her never got the WR. It's actually a shame he never got it. The LJ is one event he truly dominated and he deserved it.

Lagat is a good choice. How about Wariner? Arguably the 2nd best 400 guy of all time.

technically speaking in terms of his ranking on the all times list, he's the third best. but in consistency and performance definitely #2 (second only the micheal johnson)
my first thot was lagat
second fastest 1500m ever, pro career is 12 years (?) and still going, olympic 1500m bronze and silver, world championship 1500m bronze, gold and 5000m silver and gold. american record in 1500m, 3000m, 5000m, indoors mile, 2 mile, 3000m. kenyan record in 1500m, multiple national champion, one of the most consistent runners in terms of competition.
Do Junior World Records count in regards to World Records? Or are we talking general World Record?
If not then I nomimate Joaquim Cruz. Olympic Gold and Olympic Silver in the 800, and the only guy to not hold the 800 meter record who has run under 1:42.
I think olympic gold is the measure here - lagat and gay don't have that. The answer is probably someone who had a ridiculous, questionable wr to contend with, like Evans's 400 record, or the chinese w 1500 record, or the east german w 400 record.
