I'm surprised none of the very knowledgeable letsrunner hadn't answered this one yet...
I never owned Turbo Phantoms. But if they say they are "specialized" for 200, 400, upto 800; that most probably means the shoe is designed for the curve. I do know that they have that funky color scheme that the color from right side and the left side are different. But I will bet it's not just the color that are different. If you "study" the shoe closely, chances are, the right side of EACH shoes are reinforced (tougher). Most fast people, when they go around the curve, their feet roll out to the right side (outside of the track) and, therefore, need to be extra strong. Now, some, they may not--I don't know--, may even have over-developed right side of the mid-sole; meaning, lateral side for the right shoe and medial side for the left shoe, to accommodate the curve.
If they actually do say that these are specialized for 200 and 400 (some want to wear sprint shoes for 800 but basically, any fast curve running), that is most likely the reason and, therefore, not as suitable for straight-line running such as 100m.
On the other hand, some of the 100 specialized spike shoes have extra built-up mid area so you won't even touch your heel--I believe adidas started that with Flo-Jo in 1988. When Mizuno first developed their 100m specialized spike shoes back in late 1980s or early 1990s, Dennis Mitchel tried them on and yelled at them that they were so wobbly that he couldn't even stand still!! They told him to run in them anyways and, after the first run, he absolutely fell in love with them.
Now, this does not mean you can't wear 200/400m shoes for 100, or wear 100m spike for 200/400. Chances are, if I try 100m spike, I'll hurt myself because I'm so damn slow. If I wear regular distance spike shoes for 200/400, it won't even bother me because I'm not fast enough to "lean" into the track to feel the curve. Especially if they don't have the over-developed outer heel, it probably won't matter to wear them for 100m. I guess it really depends on how fast you run.
