The Hefty Ultra-Flex is the best I've ever worn. Incredibly light, completely waterproof, and easily packable.
garbage bags are probably the best ive used too...
Try the lightest possible thing you can find from Patagonia or GoLite... that said, nothing in the world will breath enough to really work if you're running, IMHO. If it's warm enough to be raining, I just throw on a few tight layers on top, windbriefs and tights on the bottom, and go. I can warm up post-run.

I got a military surplus German goretex jacket liner for around $20. It's pretty lightweight. It says 'Kroyer' on the label, whatever that means. It's ugly enough that I can take it off and leave it hanging on a fence after I'm warmed up and nobody has ever taken it. I wear a t-shirt under it and leave the tshirt wrapped inside the jacket to keep it dry.
After a 2-3 mile warmup run then I can just run shirtless in the rain, bare skin being very waterproof/breatheable. Run a loop route so that I can pick the jacket up at the end of the run.
I have a paclite jacket that is 100% waterproof and not too warm if the temps are less than 55 or so.

the norrona bitihorn dri1 is supposed to be the state of the art in lightweight waterproof breathable, but expensive and hard to find.
