I was just thinking along the same lines tonight -- also looking for running pants good for heavy rain at 33-45 F. For a lightweight rain jacket at a drizzle I use a Brooks Nightlife jacket, which I like. But it's only water resistant - gets soaked through if heavy rain.
Found some similar threads in a forum search but not too many specific suggestions. I'm beginning to think that finding something like the Nightlife jacket and then using a spray-on or wash-in water repellent + machine dry is the way to go (example:

Waterproof yet breathable for a 2 hour run isn't available with current technology IMO. I have been testing a few of the most breathable waterproof/breathable hiking shells on the market, and none of them are worth running in to me.
How much are you willing to spend?
Arc'Teryx makes some great shells, but they're pricey. Fit and craftsmanship is absolutely top-notch; they're one of my favorite brands.
Montane has a small following, and does a fabulous job. Bit of a smaller fit too, should be good for a runner.
Most anything with eVent fabric will be good. Hard to pick here, but Integral Designs is hard to beat. They were just bought out by Rab, who also does a fantastic job. According to most out there, eVent is the best there is out there. Gore is claiming they have a new fabric to debut next year that will "favorably" compete, but until then, you're spending $500 or so for Gore-Tex that still isn't as good.

I'd generally agree. There isn't a fabric that feels truly breathable for a run that long. Whether you wear a waterproof shell or a more breathable water resistant jacket, you'll get soaked running in steady rain - either by your own portable sweat bath or from the actual rain. Armpit zips and a back vents found on some jackets can alleviate the heat build-up though.
agreed that there is no perfect solution, but I can run comfortably in rain in the 35-50 degree zone in goretex paclite. 100% waterproof.
