the sand... I believe they measure from the closest deformation of the sand.
Professional meets now use a laser measuring device. It gets calibrated using an actual tape measure before the meet, then it can measure the entire meet. It's the FAT camera of jumping.
I don't know much about it, really, other than it uses a laser and it's an automated measuring device.
