Do horses train in training shoes, then have different shoes for racing?
Yes, my horse prefers to train in a standard metal horseshoe and likes to race in Nike Zoom Matumbo horse-spikes.

Training plates(thin steel) and racing plates(aluminum with various lengths of toe grab and heel caulks).
In practice horses tend to start early training with the training plates but by the time they are racing regularly the trainer will just leave the racing shoes on. The exception would be a special shoe put on for an unusual track condition. Those would come off after the race.
Trainers will tend to re-set shoes shortly before a race.
I recently read an article in a pet magazine about horses going shoeless. Not sure about race horses, but they gave an example of the Houston police (I think it's Houston) doing this with their horses and how it's healthier for them.
A police horse walking around town has much in common with an animal capable of running a 1:30 mile.
