Funny you should inquire, my girlfriend was wondering the same thing while watching 24 last night when Tarin was at the wheel.
They are over acting. If you are old enough to have driven a car that did not have power steering you can appreciate it though. Older cars had more play in the steering wheel and you were always going back and forth with the wheel.

HA! Good memories. I grew up driving a 1965 Oldsmobile F85. The steering wheel was probably 24 inches in diameter, and was 5.5 turns lock to lock. Today's cars have much smaller wheels and about 2.5 turns lock to lock. Not only did it take a lot of turning to get the car to turn, there was...how should I describe it...a dead spot. Meaning you could turn the wheel about 2-3 inches side to side without it having any effect on the actual front wheels of the car at all. I guess that's "play." It was hilarious watching my friends try to drive it for the first time.
