Those aren't that fancy. They similar to the things diabetics use to get blood flowing back up from their legs. It just stops pooling of blood.

That looks like a pair of military anti-shock trousers (MAST) or pnuematic anti-shock garments (PASG). They are used to treat hypovolemic shock by forcing blood out of the legs and towards the vital organs/brain. From what I hear, if you aren't careful you can get blood clots or drop your BP really low when you let the air out.
That being said, I doubt that is what Hall has on his legs.

What performance enhancing effects does Viagra have? Does it work for both genders or only just girls? My uncle has a prescription that I could jack.

Shitloads of pro endurance athletes and wannabe's are buying Normatecs. They are quite the rage, especially amongst triathlete.
I have used them. I thought they worked very well especially as a replacement for ice baths--far more comfortable.
As for Viagra, there is no performance enhancement (running wise). The initial reports have not been replicated elsewhere. (A friend's colleague has been doing research in that area for the army).
The Chipotle (now Garmin) cycling team starting using these amoung a number of other techniques inn 2008 during the TDF. The team Dr. Alan Lim had a number of devices they used to aid in speeding up recovery between stages. I would assume that the elite runners have picked up on much of this as it would help in recovery between workouts. Some interesting techniques used, not sure how many of them work as advertised, but that team sure believed in them.
I prefer my placebos to be sugary, personally.

The cheaper version is a pair of Full length compression stockings. wear them for a few hours with your legs slightly raised and it will drain the garbage from your legs just as quick.
Negative pressure on the legs in NOTHING like Hyperbaric chamber treatment. Totally different animals. Hyperbaric is essentually hyperoxygenation of the body and body tissue. Just because you put something on your legs and it has the same pressure that Hyperbolic champer has, doent mean oxygen will seap into your legs. This machine is far less scienency then a hyperbaric chamber. He could probably get the same results with a massage and wearing some tight stockings.
The dog tracks banned it so I'm sure it probably does have some PE effects. Uh, running performance that is.

While it is a vasodilator, it does not increase blood flow to the muscles. It is specific for one isoform of an enzyme involved in regulating vessel diameter (PDE5 I believe), which is mainly found in your penis and also your eyes (that disclaimer about blindness is there for a reason). The JAP article that is quoted about the benefits states
The 2006 research, in the Journal of Applied Physiology, found that it did not work for all athletes and was not a significant performance enhancer at sea level.
That being said it is possible that PDE5 is located in places that we don't really know about and it may have an effect. Even the possibility of a benefit means that people will take it.
