Look lets not act like children here and start playing the race card (as usual) or whatever. It is what it is. SOME (not all) African nations are simply a little more "relaxed" on the dates of birth for their athletes (only important at WY or WJ level) and its just a fact of life. I agree, its a shame that it happens because for a lot of the kids going through the WY/WJ system it may be the only shot at global glory, but what can you do.
When I was at the world juniors in 2000 (Santiago) we were talking with a couple of Ethiopians and my buddy (a sprinter) was sort of angling at their ages and having a bit of fun with them and he just asks them straight up "so how old are you guys". The guy who could speak the better english finally clicks and goes "twenny-free" and my mate starts laughing and says something about World Juniors being for under twenties. The guys then click and in a made for tv moment his mate elbows him in the side, whispers something in Ethiopian and then he goes "aaahhhh nooo, eighteeeen - we eighteeeen".
The same championhsips I ran against some dude from Qatar called Muhammed Suleimann who actually got younger in the years to come. He was supposedly 18 in Chile and two years later in Kingston he was running as a 17 year old having also run in the first World Youths (under 18's) in the year in between.
The best story is of Belal Mansoor Ali aka John Yego, who ran in the Kenyan Olympic trials in 2000 and nearly made the team in the 800 meters then "became" Bahrainian. He then somehow won the world youths in 2005 as a 17 year old in 3.36 meaning he would have been all of 12/13 years old in 2000 when nearly beating out guys like Bungei/Mutua etc to make the Olympic team.
Bottom line is this. It DOES happen, it also TENDS to happen predominantly from African nations (Kenya and Ethiopia are the worse) but I honestly wouldnt go so far to suggest it is blantant age cheating (in the case of Muhammed Suleiman and John Yego yes), because the reality is a lot of the time those guys simply have no accurate record of when they are born, and yep, birthdates are essentially just made up.
Thus story is completely manufactured. Sad,sad,sad world you exist in.
I don't think all of the details are made up! You would have to be one gullible individual if you think all of the african's racing are youth. The thing is how do we equal the playing field?

What don't you believe? - That I ran in a world junior championships? Or that I ran against a guy from Qatar? In fact, took me about 5min to find the prove the guy I am talking about was there. Okay "you got me" Muhammed Suleiman is actually Suleiman Abdulrahman. Wrong name, same story. Given that due to the way the IAAF age rules work out, most athletes that compete in the WJ's are 18 and WY's 16 - When I ran I was 18 turning 19 after the championships. With that in mind, Sulaiman Abdul Rahman I am guessing would have had to have been supposedly 15 going on 16 in 2000 to "legitimately" have done what he did. Plausible? - yes, Unlikely? - in MY opinion, highly.

The story about Belal Mansoor Ali is also true but you would actually have to be someone outside of a stupid little college twat with track and field knowledge limited to stories that appear on Dyestat to actually know it. This one is widely known. In fact, the wikipedia article doesn't spell it out word for word, but the "investigation" the IAAF is talking about is with regards to exactly what I wrote - Belal Mansoor Ali's participation in the Kenyan trials of 2000 as his former self John Yego.
