It's hard to peak in February when you were injured in November. 4 months? With a little down time in there for recovery, I'm guessing that he is far from peaking.

I'd say he's living up to the hype.
I watched the video of German's 3:56.5 and he looked incredibly smooth. I think he can hit the low 3:50's outdoors with no problem and 13:10 or a little faster over 5k this year. I know the 5k time seems a bit of a high target, but this guy wasn't over-trained in HS like a lot of other prep stars.

is a 3:55.02 FAT superior? i would think so. i think they used to add .14 to hand timed races over 400m; does this apply?

Even though his time in intrinsically superior they won't give him the record. Reminds me of Steve Scott running 3:51.11 in '79 to miss Ryun's national record (behind Coe's 3:48.95) and Scott being listed behind Ryun's hand-timed 3:51.1 on the all-time list.
