I would recommend against going the waterproof route if you plan on using it for running. Running, being a very high output sport produces a lot of heat, which leads to a lot of perspiration.
Although a 'breathable' waterproof jacket will help to get some of that perspiration out, it will not be able to keep up. This means that you will end up just as wet as if you didn't have the jacket on, or in the case of winter, it could mean you'll form a frozen layer around the inside of the jacket which will do you no good in terms of insulation.
At the moment Gore-Tex offers the best in terms of waterproofness, breathability and durability. However it will still not keep up w/ the demands of running.
So, my recommendation to you would be a water resistant jacket with a DWR coating. DWR will keep you relatively dry in light-rain conditions while still breathing enough. In heavy-rain conditions you'll still get wet, though. Also, you can buy DWR coating at your local outdoor store and re-apply the coating to your water-resistant pieces to increase their life. This may be enough to restore your old jacket. Also, most water-proofing laminates and water resistant coatings can be reactivated with heat, so throwing your old jacket in the dryer may help as well.
