Personally it does not depend on the temperature. Because I'm from the midwest the more important factor for me is the wind. Last week I ran without a shirt on a day that it was 36 and calm then a few days later wore a shirt for 45 but windy. Location and comfort level is what is most important IMO.
The Track is usally if not always built ontop of concrete. So in a way...I keep it on the CRETE!!!
I've seen people race without a shirt on at 17 F.
75 & up no shirt. 50-75 just a T-shirt. 35-50 long sleeve shirt. Below 35 bringing out the sweatshirt+hat+gloves if it's not a fast run/workout.

60+ no shirt
50-60 shirt
45-50 shirt and gloves
40-45 shirt, long sleeve shirt and gloves
30-39 add tights unless doing speedwork
0-30 move about 300-400 miles south of where you currently live so you don't have to deal with it.
