Benji Durden ran 2:09 on 80 to 90 a week and wasn't a star in HS or college, so I'd say if you do the right 75 a week long enough your selling yourself short.
75 miles a week is the amount sammy wanjiru claims to run in preparation for a marathon,also mike musyocki, rod dixon, and steve jones claimed to be in the 60-90 mile category.

If you run only on concrete, push it hard every other day, have some natural ability, and do a weekly long run -- I don't see why not. I run 92 miles a week and am usually in the 2:26 to 2:29 range. Even though the Concrete Runner can't do it, it doesn't mean it can't be done. Go for it and keep it on the crete.

It depends what base you have now, how long you will run 75 MPW before the target race and what kind of pace you intend to run.

It also depends on how many days you take off. If you run 5 days a week at 15 a day with a higher quality, you can be in better shape than 7 days a week of 10 or 11 a day. Crosstraing would give you even more of an advantage.
