Shoe companies will have contracts with national federations to supply uniforms. The Portuguese federation had a contract with Nike for several years and 2004 was the last year of that contract. Nike released a new style of national uniforms for the 2004 Olympics (as they do for any Olympics). Had Portugal and Nike continued their agreement beyond 2004, you would have seen this particular uniform used in subsequent years.
Sometimes there are many different kit agreements, such as with Australia, who has separate agreements with different suppliers for IAAF championships, Commonwealth Games and the Olympics. Thus, that's why Tamsyn, Mottram, Hooker and the rest had national uniforms from Asics for World Indoors in March and World Champs last year in Osaka, and uniforms from adidas at the Olympics last month.
