Yes you want to recruit the exact same muscle fibers in preparation for your racing. It won't happen doing intervals in bulky trainers, you will notice this after your races with soreness in various muscles. So the message is train in the same flats you race in. Buy two pairs.
I do my tempos and intervals in about 6.5ounce shoes, and I race in a little lighter(5.5). I think its more psychological more than anything. For me, I need to race in lighter clothing than I train in and lighter shoes than the ones I train in as well.

I used the same shoes I would road race in. I almost never trained in spikes (I can think of maybe 1-2 times a season I would put them on, for maybe something like 6 x 300 @ max).
When you also work out in your racing shoes it is important to get a new pair EVERY SEASON. Often I would have two pair of the same shoe, one for races, one for training.
If you find a good shoe, by 3-4 pair...the shoe companies will switch it on you in a heartbeat!
I do all workouts in flats.
Usually Asics Hyperspeed or Brooks T5's.
I also do every other long run in the Hyperspeed.
I use flats for racing and tempo runs. I do a few long runs in them leading up to a marathon to get the feet and legs use to them. That is plenty. You do not have to train full-time in flats to race in them - it's a big waste of money as they are not nearly as durable as a trainer. Add some barefoot running on soft surfaces into your routine. With that, you are good to go.

Then try going another day and ask for "flats." Guarantee you don't get the same thing.
