Each nation gets a guaranteed spot in one track event (not usually of their choosing), if they have no true qualifiers...in 2004, some US collegiate guy ran for Equatorial Guinea or something and lined up next to El G...cool story if anyone else remembers it.
OK, what country should I start shopping? ...Since the event is usually not of the country's choosing, I guess I'd better start working on everything from 100 - 26.2.

I know you're just kidding, but in the interest of discussion they usually go with the shorter stuff. U of Portland has 2 guys from Guam that just graduated this year, one is a ~2:00/4:00 800/1500 guy and the other has the Guam national record in the 10k, 31:40-something. Best two runners from Guam right now. Some might think they'd take the guy with the national record, but for obvious reasons they'd rather take a guy who'll only finish his race 100-200m behind the leaders than a guy who'll get lapped a handful of times and get in the way a bunch. Doubt you see many runners get into any race over the 1500 because they're from a small country.

These "free entry" type guys aren't allowed in the 10k, along with a few other events. Could put him in the 5k though.
Guam isn't a country. Nor is Puerto Rico. Yet they have Olympic teams. If they can send people to the Olympics, the District of Columbia should be able to do the same.
