Lets see, Teg is about 4 sec off (.5% improvement needed), Webb is about 10 sec off(1.3% improvement needed), Solinsky and Fam are about 12 sec off(1.5% improvement needed).
In order for Bolt to break 19, he would have to improve by about 3.6% over the PR he ran today.
I would say there are at least 4 native born Americans with a better chance of breaking 13 than Usain has to break 19. Now if you said breaking the WR instead of 19 sec, then I might be inclined to agree with you.

Webb will break 13 this summer in some small meet no one will ever remember.
I think someone like Bob Kennedy only comes along every hundred years. American born runners simply aren't meant to break 13 minutes. Maybe in 2096 we'll see Teg's great great grandson run a 12:59.77.
